PAKSTRAN Project is a joint intervention of Govt. of Pakistan, United Nations Development Program (UNDP) and the Global Environment Facility (GEF). Aim of the PAKSTRAN Project is to provide technical assistance to reduce growth of the energy consumption and related greenhouse gasses (GHG) emissions from the transport sector in Pakistan. PAKSTRAN Project is establishing a ‘Center for Environmentally Sustainable Transport and Climate Change (CESTAC)’ at Fatima Jinnah Women University, Rawalpindi. The one of the key objectives of the CESTAC is to carry out advanced research in the field of environmentally sustainable transport and climate change.

Background

 

Pakistan Sustainable Transport (PAKSTRAN) project is an initiative of UNDP/GEF which is being implemented by the Ministry of Water and Power (MoWP), Government of Pakistan (IP-Implementing Partner). PAKSTRAN project aims to provide technical assistance to reduce the growth of energy consumption & related greenhouse gas (GHG) emissions from transport sector in Pakistan, while the developmental objectives of PAKSTRAN are: to improve climate change and urban environmental conditions (i.e. improved air quality, urban mobility, equity, and city aesthetics); and to improve energy-security for Pakistan thus simultaneously improving Pakistan’s trade competitiveness. The Project Management Unit (PMU) is established in Islamabad.

 

The transport sector plays significant role in the country’s economy and very aptly considered as backbone for a strong economy and key contributor in quality of life. With over 180 million people, transport in Pakistan is one of the rapidly growing sectors and according to economic survey of Pakistan, it accounts for over 12% of gross domestic product (GDP). The annual growth of transport and communications sector in the country is over 2.0% and its employment share is 2.93 million people (or 6.4% of the labor force). Policy-makers are facing demands to meet the changing mobility needs of citizens in ways which are economically, socially and environmentally sustainable.

 

Transport planning and management sector is complex and overlaps with several technical / engineering, socio-economic, environmental disciplines, therefore, in Pakistan, there is a need to create and maintain a repository of information, technologies, methodologies, standards and best practices used in the climate change and environmentally sustainable transport domains.

 

To fill this gap, Pakistan’s first and independent, Center for Environmentally Sustainable Transport and Climate Change (CESTAC) is established with the seed-money from UNDP’s PAKSTRAN with the technical assistance from the Faculty of Science & Technology (including Environmental Sciences), Fatima Jinnah Women University (FJWU) on environmentally sustainable transport and climate change  nexus.

 

CESTAC would provide authentic and up-to-date information, conduct research on the missing links and gaps and act as a platform to share expertise related to climate change and environmentally sustainable transport in Pakistan with stakeholders. Such activity would be helpful for processing and analyzing the data for various purposes ranging from consultancy to inputs for several decision support systems established in such database, through its web portal, will make available up-to-date and reliable data on urban transport to governments (federal, provincial and district), businesses, consultants, academia, citizens, policy makers, industry, consultancy & research community besides enhancing the level of awareness of citizens on climate change and environmentally sustainable transport matters.

 

Duties and Responsibilities

 

Team Leader will be responsible for overall supervision of the Center for Environmentally Sustainable Transport and Climate Change (CESTAC) and will work under the guidance and directions of Co-Chairs of CESTAC.

 

Key Responsibilities:

  • Provide leadership in managing the activities required for the CESTAC strengthening and sustainability;
  • Build strategic and effective partnerships with the PAKSTRAN’s Project Management Unit, Component Implementing Units, national and international partner organizations, potential clients, and relevant research & development organizations engaged in transport, climate change and environmentally sustainable development efforts;
  • Develop, plan and deliver the climate change and sustainable transport related research activities in CESTAC;
  • Strive to develop the CESTAC brand and its public image as center of excellence and Think-Tank for policy guidance on SUT at the national level;
  • Take a lead at the CESTAC in preparing and submitting the project proposals to the potential funding agencies/donors/public, private sector organizations;
  • Manage all CESTAC staff, associates, consultants and advisors in professional manner;
  • Maintain a learning and research environment at the CESTAC; and
  • Responsible for overall day to day supervision and management of the CESTAC including operations, finances, HR, coordination, donor and client working relations of the Center.

Key Responsibilities:

 

  • Coordinate with Project Management Unit, Component Implementing Units of PAKSTRAN Project and other stakeholders for collecting, processing data and documents for regular publication on web-portal, database and paper;
  • Provide assistance in identifying potential donors and partners to get additional funding for the planned research activities;
  • Collect, copy-edit and post multimedia products to the CESTAC websites and social media channels;
  • Perform background research (qualitative and quantitative) on CESTAC interest issues;

Qualification and Experience

  • The candidate should possess Masters degree (Or equivalent to 16 years education) in communications, marketing/PR, business administration, information technology or social sciences recognized by HEC;

The Research Associate – Climate/Transport will be responsible to support development and execution of the CESTAC’s research, consulting and development program. The Research Associate will contribute to development of externally funded donors, Governments and client’s research and consulting bids, undertake a variety of project tasks and contribute to production of professional and technical documents, reports and scholarly articles for submission to clients and will work under the supervision of the Team Leader – CESTAC.

 

Key Responsibilities:

 

  • Conduct research on transport, socio-economic and sustainability related issues using qualitative and quantitative methods;
  • Collect and analyze data about the transport, climate change and related issues into information and knowledge for wide sharing the immediate stakeholders;
  • Communicate with government agencies, program providers, and other organizations to procure data;
  • Provide technical assistance to external individuals and organizations in the use of CESTAC’s services, research interests and products;
  • Assist in preparing the project proposals, grant applications, and bids for getting external funding to the CESTAC;
  • Communicate with federal, regional, and local agencies for research activities of CESTAC;
  • Represent the CESTAC at all forums in professional way to present the mandate and progress of the CESTAC; and

Qualification and Experience

  • Advanced university Master degree (Or equivalent to 16 years education) in environmental sciences/environmental management/environmental engineering or relevant field recognized by HEC.
  • Minimum of 2 years of relevant full-time applied research, projects / proposal development and evaluation experience; candidates with experience in multiple issue/program areas and project development &management will be preferred;
  • Excellent research and writing skills; demonstrated experience in applied research including conducting surveys, interviews, focus group moderation and facilitation;
  • Experience in statistical analysis methods and software (e.g. SPSS) is a plus; knowledge of GIS is also a plus.
  • Collection and analysis of data using quantitative research methods that include survey design, and data analysis (descriptive and analytic);
  • Familiar with current methods, practices and sources in socio-economic data collection and analysis, applied research, and quantitative analysis;
  • Knowledge of climate change, environmentally sustainable transport, human services, public health, education, urban planning, community development and public infrastructure management concepts and terms; and

Duties and Responsibilities

 

The Administration and Finance Assistant will be responsible for ensuring full compliance of administrative and financial activities with LOA/PCOM/UNDP and Government rules, regulations, policies and strategies of the Center for Environmentally Sustainable Transport and Climate Change (CESTAC) and will work under the supervision of the Team Leader – CESTAC.

 

Key Responsibilities:

  • Assist the Team Leader to ensure the implementation of the LOA/PCOM/UNDP financial and admin related policies in the project;
  • Assist the Team Leader to in preparation of documents related to the procurement of goods and services and make sure the documents as per LOA/PCOM/UNDP and government rule and regulations;
  • Responsible for the preparation of the quarterly financial reports and advance request documents as per requirement of the Project Management Unit of PAKSTRAN Project and UNDP;
  • Prepare detailed cost estimates and participates in budget analysis and projections as required to handle all financial operations of the CESTAC office;
  • Maintain, update and transmit office assets management and inventory records of expendable and non-expendable equipment in accordance with applicable LOA/PCOM/UNDP and Government rules;
  • Perform cash custodian’s duties being primarily responsible for CESTAC’s cash disbursements and maintain CESTAC’s petty cash book and payrolls as per LOA/PCOM/UNDP and government rule and regulations;
  • Ensure leave monitoring of staff, check the accuracy and proper completion of monthly leave reports;
  • Analyze the potential problems concerning administrative-financial issues and take respective measures to provide adequate CESTAC’s resources in time for implementation of the activities;
  • Define the cost-effective measures for optimal use of resources of the CESTAC;
  • Extraction of data from various sources, preparation of statistical financial charts, tables and reports;
  • Follow up on deadlines, commitments made, actions taken and coordination of collection and submission of the reports to Project Management Unit of PAKSTRAN Project and other stakeholders;
  • Arrange travel and hotel reservations, preparation of travel authorizations, identity cards and other documents;
  • Maintain filing system ensuring safekeeping of confidential materials;
  • Assist in the preparation of budget, allotment requests and provision of information for audit;
  • Assist in organizing seminars, workshops and conferences from administrative and logistics perspective;
  • Perform other duties related to the scope of work of the AFA as required; and
  • Any other task assigned by the supervisor.

 

Qualification and Experience

  • The candidate should possess Master degree (Or equivalent to 16 years education) in economics, business administration, finance, public administration or related field recognized by HEC.
  • At least 2 years of progressive work experience in the field of administrative services and finance. Experience with international development projects and/or familiarity with the UN/UNDP, INGOs and Government systems would be considered as a strong asset;

The Office Boy / Office Support Assistant will be recruited on Contractual basis and is expected to provide assistance to CESTAC. The immediate supervisor of the Office Boy / Office Support Assistant will be the Administration and Finance Assistant. The key function of the Office Boy/ Office Support Assistant is the provision of logistical support for the smooth implementation of CESTAC daily activities. In this sense, the Office Boy is expected to perform the following tasks and duties as demonstrated below:

 

Key Responsibilities:

 

  • Deliver and collect goods, mail, documents and other items;
  • Cleanliness & dusting of office equipment/furniture.
  • Assist CESTAC team with filing, photocopying, sending faxes and maintaining archive when required;
  • Retain the keys of CESTAC office and open the office in the morning before commencement of working hours and locking after close of working hours to ensure security of office surroundings;
  • Assist the Admin & Finance Assistant to keep stock of office stationery and supplies, and inform the team to ensure adequate amount is always maintained for office use;
  • Perform other related duties as required;

 

Required Skills and Experience

 

General Qualifications

  • Secondary School Certificate (SSC);
